Some key points…

Whilst one of the central drivers to share services has always been to reduce costs and make work processes more efficient, the benefits and driving forces have moved away from a pure cost focus to increasingly achieving greater added value.

Regulation – in what ever form it takes – focuses on maximising the return on investment across all assets.

A collaborative approach is attractive within our current operating environment as it offers relatively rapid, low cost and flexible start-up.

Carole’s down to earth approach enables her to work effectively across multiple stakeholders to encourage, challenge, engage and drive business transformation. With over 15 years’ consultancy expertise – including a lead advisory role with the Social Housing Regulator - Carole continues to support a wide portfolio of public and commercial clients including social housing, manufacturing, community enterprise and corporate providers drive forward change and business transformation.

Kate Bradbury

With 25 years’ experience as qualified Commercial solicitor and Partner Kate, was one of the first lawyers locally to take advantage of the opportunity provided from de-regulation of delivering commercial legal services in the UK through legal consultancy.


Kate’s previous role was with Warner Goodman for ten years where she was a Partner and a Senior Lawyer in their Commercial team based in Southampton. With a background in advising Joint Venture arrangements and Social Enterprise Projects, Kate’s expertise ranges from  franchising, terms and conditions of business, supplier and customer agreements, partnership, LLP and shareholder agreements, JVs/SPVs  and advising on wide range of company law and corporate restructuring across a wide range of businesses.


Kate’s practice is based on the values of providing highly responsive, dedicated, ‘jargon free’ legal advice to clients looking to grow or start up a new business/ventures.

Derek is a Fellow of the CIPD and a trained Executive Coach and combines these skills with a deep understanding of the commercial challenges many organisations face.

We need to rethink how we can work in collaboration, at a regional level, to deliver more with less resource.

Sharon is a nationally respected and accomplished housing professional with over 25 years’ experience of the social housing and care sector – over 17 of which at senior executive level leading internal and external business consultancy services.


Sharon has an extensive track record in facilitating and implementing large scale change and improvement programmes and is skilled at enabling proactive stakeholder engagement. Sharon is also the Director of Collins Corporate Solutions Ltd - our parent company, a leading edge social housing consultancy which is passionate about transforming public services.


We are incredibly proud of our national partnerships with HouseMark, the sector’s leading performance improvement specialists and the Tenant Participation Advisory Service - TPAS. We provide them with a portfolio of services including Value For Money product design and development, facilitation and delivery of bespoke consultancy projects, Board support, a raft of performance improvement tools and regulatory reassurance products focusing upon Economic Regulation and Consumer Standards.


Sharon also Chairs HouseMark’s national Welfare Reform Improvement Club and a national Tenancy Sustainability Club which collectively provides practical help, advice and support for over 120 social landlords managing the impact of reform and austerity on the ground.


Sharon is the only formally qualified and registered Collaborative Transformation Architect within the social housing sector, and brings additional added value and insight through her out-of-sector expertise as a Board Governor at Solent NHS Trust.

Patrick Fowler…

Patrick is a high performing, adaptable and creative specialist with over 20 years third sector experience (10 years at a senior level) - working with the most vulnerable groups in society - attuned to placing the client at the centre of service delivery under principles of fairness and equality of opportunity.


Patrick’s specialism is working in partnership with individuals, providers and commissioners to co-produce services that respond to changing needs, Government policy and funding constraints, leading and developing services in a variety of areas including older persons, homelessness, mental health, substance misuse, disability, dementia, refugees and asylum seekers.


Patrick has an extensive track record of leading significant change programmes with staff teams and clients, including the expansion and contraction of service portfolios.
